Spelling’s announcement: NCLB’s version of Iraq “surge.”

FairTest calls ED Secretary Margaret Spelling’s announcement on NCLB, “rearranging the deck chairs on the Titanic.” It brings to mind many metaphors. But like the other Bush disaster, it is a “surge” aimed at prolonging the inevitable.
