Did the business mayor really forget to bill the federal government for special education reimbursements?
No surprise that I’m not one of those who advocate running schools like a business. But Michael Bloomberg is. And claims he does.
So was it just a mistake that the New York public schools failed to bill the federal government for tens of millions of dollars in special education reimbursements?
State Health Department data from 2006 to 2010 show that education-related claims by the city were 60 percent lower last year than they were five years ago. And virtually all of the $302 million in Medicaid reimbursements the city did receive during that period were for administrative claims that, under the rules that took effect in September 2009, are no longer eligible for reimbursement.
Mayor 1% will now solve that problem the business way. Lay off more teachers.

Well..no…perhaps Mayor Bloomberg is trying to keep down the # of special ed. students so that there are not enough to count for one of those pesky subgroups that do not meet/exceed NY State’s high stakes, RttT tests. Therefore, said subgroups do not exist, & schools might actually make AYP, claiming miraculous growth in achievement testing in NYC! Added bonus–no special ed. kids, no special ed. teachers, MORE students to put into already crowded classrooms= 70 students in a class, just as Mayor Bloomberg wished for! Merry Christmas (or Happy Hanukkah), Mayor!
