There is a second mailing out. It is a large 8 x 10 envelope with “Important Legal Documents Enclosed” Inside is a letter explaining that I can opt out of the union for any reason. It also includes a fill in the blanks letter to my union and to the BOE of Chicago, along with a self addressed envelope for each letter.
